SSTA History
-
SSTA- Established in 1982
SSTA is a private, non-profit 501(C)3 operating out of Colchester, VT. The organization was started in May 1982 with just one van in response to the need in Chittenden County for transportation services for the elderly and disabled.
Initially housed at Cathedral Square, the organization relocated to Lower Church Street, and then around 1993, moved to 1504 Hegeman Avenue in Colchester as more space was needed and finally in May 2000, to our present location at 2091 Main Street, Colchester.
In 1985, the earliest year information is available; SSTA did a total of 6101 one way trips. Daycare service and Medicaid transportation began in 1987.
In 1991, SSTA operated one vehicle directly and contracted out the operation of 7 others including two vans for the transportation of at risk and protected service children for the State of Vermont. The annual budget was about $300,000 per year.
The passage of the American’s with Disabilities Act in 1995 was a game changer for SSTA. By that time, we had stopped subcontracting out business and were doing it all in house except for taxis and volunteers. The ADA required (and still does) that the GMT (Green Mountain Transit) provide what is called complementary paratransit service for individuals unable to use the fixed route service, within ¾ of a mile of the fixed route buses. The paratransit service must be a mirror image of the regular bus service. This means people who are ADA eligible can ride for any reason, any place the buses go on the same days and times.
Our contract with GMT is for ADA service and another program funded by the State of Vermont called Older Persons & Persons with Disabilities (O&D). The O&D program has different parameters and restrictions, but in a nutshell, serves people with disabilities and persons over age 60 in areas where there is no ADA paratransit service. These two programs make up about 50% of our business.
SSTA is the Medicaid/NEMT (Non-Emergency Medical Transportation) in Chittenden County. This means that any person seeking a Medicaid ride goes through SSTA. We screen the requests and put them on the most appropriate form of transportation – fixed route, cab, volunteer or an SSTA vehicle.
